More affordable housing in El Raval
The keys for 44 homes with affordable rents are now being handed over to tenants. The block is located at C/ Sant Martí, 12-14, in the neighbourhood of El Raval, and was created following the cession of municipally owned land to the Nou Lloc and SALAS foundations, a joint venture to promote the flats and responsible for managing their rents.
Known as ‘Les Palmeres’, the building has 44 homes: 8 with one bedroom and 36 with two, four of which are adapted. Floor areas vary from 53 to 70 square metres and the rents will roughly be between 417 and 553 euros a month, plus communal expenses and taxes.
The flats have been awarded with affordable rents to people on the Barcelon Register of Applicants for Officially Protected Housing, with specific reserves: 11 homes for local residents in the Raval and Gòtic neighbourhoods, 13 for the under-35s, 4 for single-parent families and 12 for general applicants.
The block was built with the help of EU Next Generation funding, the Catalan Finance Institute and the participation of the Government of Catalonia. The building has an AA energy rating and features energy efficient installations such a solar panelling.
Boost for the ESAL agreement
Promoted by the Nou Lloc and SALAS foundations, the block comes within the framework of the ESAL agreement, signed at the end of 2020 with non-profit organisations in the social housing sector to boost protected housing through the cession of municipal land. It is also the first development through this agreement to reach the point where the keys are handed over to tenants.
Four stages have been activated since the agreement was signed, the most recent in November 2025 with the cession of four sites, with a total of 28 municipally owned sites made available to organisations to build 1.054 homes. The agreement was also updated at the start of 2025 to increase subsidies for organisations and foundations taking part.
Protected housing in Ciutat Vella
Ciutat Vella has nearly 19.5% of the city’s protected, social and affordable housing stock. Besides this project, the district has various others at the awarding stage or in progress, such as the homes in the streets of Botella, Hospital and Rda. Sant Pau, as well as various renovation projects under way.
